Drainwise

Homeowners are responsible for making sure rainwater is drained to the
right place. For the last 3 years we’ve been completing inspections
in the worst-affected neighbourhoods to identify where there are issues
and working with homeowners to get their drainage fixed. We have focused largely on improving both our ageing wastewater network and the capacity of our stormwater network, but the reduction in overflows is not at a level we all want. Tell us if you agree with our preferred option.

Responsibility for preventing rainwater from entering the sewers lies with the owner of the property. It is necessary for GDC to identify the contraventions, and to do it urgently. We bought a house in Gisborne in 2006 and were promptly notified by GDC staff that remedial work was necessary; the work was done at our expense; the general problem remains in 2018; what have you been doing for the past 10 years?

There needs to be greater investment both monetary and non-monetary towards the drainwise programme. Private property stormwater issues is the main cause of sewage overflows and flooding, yet most of the money committed to Drainwise, focuses on the public network. By your own admission, private properties are the issue, and your solution is to put most of your "eggs" into the public network "basket". Your options to assist homeowners are vague and without any substance. If the majority of the issue is with private properties, than the majority of your resources should focus on private properties. We at the Kotukutuku Kerehi Trust believe you as a council are failing to look for innovative and "out of the box" solutions that have been already been adopted in other cities. This issue has been around for years, and you have been doing the same thing over and over again with no significant improvement. Sewage is still going in the river and homes are still being flooded with human faeces. Drainwise needs to have greater and more defined purpose when dealing with the private property issues.
